Emperor Kanmu. A descendant of Emperor Tenji. Wears a black hat and a yellow collar. A gray cat. He moved the capital from Heijo-kyo to Nagaoka-kyo primarily because Heijo-kyo was filled with descendants of Emperor Tenmu and the Buddhist monks were becoming too influential. However, Nagaoka-kyo suffered from disasters like two major floods, so he moved the capital again to Heian-kyo. He loved Heian-kyo so much that he never moved the capital again. In history, he was born in the Year of the Ox and was an Emperor who cherished cattle.
