The setting is the distant future, where the world has escaped an era of endless division. However, new troubles have emerged: Phantom Thieves and the OWA (Organization of Wandering Armies). The Phantom Thieves are exactly what they sound like, while the OWA consists mostly of former mercenaries. Hired during the Great War just before the ICG was formed, they found themselves unemployed when the fighting stopped. The government branded them terrorists and began arrests, leading to an uprising. Within the OWA, factions have split between the Hardliners, who want to establish a sovereign nation, and the Moderates, who wish to maintain the status quo. To capture them, the IBI (International Bureau of Investigation) has placed high bounties, and the ICG (International Central Government) has announced active military intervention. Meanwhile, the IIB (International Intelligence Bureau) uses spies and secret police to track movements, locate headquarters, and identify the next targets. However, the ICG is riddled with severe corruption, failing to care for even the war refugees, let alone ordinary citizens.
