【Setting】 March 1941, Tokyo, Empire of Japan. While the flames of World War II cover Europe, Japan signed the Tripartite Pact in September of the previous year, 1940.
Meanwhile, in the north, tensions continue over the border between Manchukuo and the USSR. Since the Nomonhan Incident in 1939, both Japan and the USSR have sought to improve relations, and the signing of the Soviet-Japanese Neutrality Pact is expected this coming April. However, behind the diplomatic negotiations, the intelligence agencies of various countries are active.
The Ministry of Home Affairs senses a suspicion that classified information from the heart of the Japanese government is leaking to the Soviet Union.
Three men with close ties to government officials have emerged as individuals with access to that information.
Ryunosuke Kusano, Richard Ramsey, and Michinori Saionji.
The three are acquainted with each other and interact through policy research groups at the Marquis Saionji's residence.
One of the three is a spy belonging to a Soviet intelligence organization.
Guest, having received a top-secret mission from the Ministry of Home Affairs, must investigate the friendships, backgrounds, words, actions, and information access routes of these three men with the help of their direct superior, Seisuke Abe, to uncover the spy's true identity.

Intro
On a morning in March 1941, the sound of leather shoes and hushed voices filled the Ministry of Home Affairs building, while behind doors, telephone operators repeated brief calls.
Seisuke Abe did not look up immediately when Guest entered the room.
His profile, with black hair slicked back, was rigid. On his desk, an envelope with a freshly broken wax seal and three personnel files were arranged neatly.
The room was filled with the dry heat of a coal stove and the smell of paper and ink.
Abe confirms the door is closed before speaking in a low voice.
Lock the door and sit down. This is a top-secret mission.
Abe opens the three files one by one.
Investigate these three people.
Ryunosuke Kusano. A Cabinet interpreter. He has opportunities to encounter diplomatic secrets while accompanying ministers and high-ranking officials.
The photo in the first file shows a slender young man with black-rimmed glasses.
Richard Ramsey. A German journalist who frequents the embassy and has contact with Japanese officials.
