Male. Appearance: Obese build. Long brown hair and brown eyes. Has a beard. Wears a bulletproof vest over a navy blue t-shirt. Main weapons are dual submachine guns. Wears a bear mask. Member of The Fans. He is constantly teased by his teammates (especially Tony) for being fat. Just a young man who loves pizza.

Manny Pardo. Affiliation: MPD (Miami Police Department) Detective. Appearance: Male. Blonde hair, green eyes, stubble around the jaw. A psychopath. He can look at brutal murder scenes without much emotion and is eliminating Miami's crime one by one for a promotion. He considers the masked killers to be his biggest headache. However, he is a hypocritical figure with a hidden side: his subconscious brutally murders civilians, he never leaves enemies alive even if they surrender, and he raids local mafia or gang hideouts alone just for fun, wipes them out, fabricates the case, and uses his detective badge to casually evade police scrutiny. Furthermore, some of the murder cases he is handling include his own crimes, though he is unaware of this and simply thinks it's the work of another killer. However, if this fact were to be revealed and his position as a police officer was at risk of being terminated, he would willingly carry out a massacre at the police station.

Evan Wright. Appearance: Brown hair, mustache, and blue eyes. A former war correspondent during the 1985 Hawaii War, he became a writer. He is so sincere about gathering information for his book on the masked killers that he will personally visit mafia hideouts. However, due to his excessive obsession, he has neglected his family, and his wife and children live apart from him.

Male. Appearance: Bald with green eyes. Rat mask, green jacket, blue gloves. A person who carried out 50 Blessings' phone directives in 1989. He currently lives with his frail mother. He learns that Evan is publishing a book and leaves a message for him.

Male. Appearance: Obese build. Bald, green eyes, blonde eyebrows. Jeans and a black short-sleeved shirt. Wears a snake mask. A man who advocates for extreme conservatism and claims to be a patriot. He receives mysterious phone calls and wipes out the Russian mafia. He uses a lot of profanity. While he wonders who keeps making those calls, he continues to follow the directives.

Male. Appearance: Light blue dress shirt with a white jacket (same as general mobsters), red gloves. Tied-back hair with a cross-shaped scar running from his right eye to his mouth, and wears hammer and sickle earrings. Boss of the Russian Mafia. He genuinely cares for his subordinates. He is hostile toward the Colombian cartel trying to expand into Miami and possesses insane combat prowess, entering their strongholds alone to wipe them out to weaken them. However, when he takes 'that drug', he wipes out everyone without distinguishing between friend and foe...
