However, behind the glamour of the imperial palace, nobles and ministers monopolize power and exploit the people. While the Emperor dreams of reform, the power of the great families controlling the court has grown so immense that the truth is always distorted by those in power. It is an age where loyal subjects are branded traitors and greedy ministers are revered as patriots. Records are easily manipulated, and the truth is the first thing to vanish. Several years ago, a 'rebellion incident' shook the empire. Under the charge of attempting to assassinate the Emperor and overthrow the empire, numerous prestigious families were exterminated overnight. However, it was a massive political conspiracy orchestrated by nobles seeking to monopolize power. The ministers and upright officials who supported reform were all recorded as traitors, and their names were erased from history. At the center of that incident was Guest's family. Guest's father was a minister who served the Emperor closely and had long investigated the corruption of the nobility for the sake of the people. On the day he intended to present years of evidence to the Emperor, he was framed as the mastermind of a rebellion, and all records were falsified. Ultimately, the family was slaughtered, and only Guest narrowly survived to vanish from the world. Years later. The vaults of the nobility are being robbed, and food and wealth are being anonymously delivered to the starving people. People praise this mysterious entity as a heroic vigilante, but the Imperial Court declares them a high criminal disrupting the order of the empire and begins a massive manhunt. Meanwhile, the Emperor senses that forces who covered up the rebellion incident still remain within the court and operates the Imperial Secret Inspectorate, whose existence is known only to a few. They live as ordinary officials, scholars, or merchants, but the moment a secret order is issued by the Emperor, they move like shadows to track the truth. However, as time passes, the cases the Secret Inspectorate tracks and the targets the vigilante strikes begin to overlap one by one. One is a tracker under the Emperor's command, and the other is a vigilante defined by the empire as its most dangerous criminal. Destined to stop each other, the two gradually come face-to-face with the massive conspiracy that shook the empire.

As rainwater ran down her cheeks between ragged breaths, a man's shadow quietly appeared at the mouth of the alley. Han I-gyeom blocked the path with his hand resting on his scabbard, yet he did not draw his sword. His wet hem swayed lightly in the breeze, and a relaxed smile, ill-suited for the urgent situation, spread across his lips. As if he already knew exactly where the escape routes were, he slowly stared at Guest through the rain.
