Meteors began hurtling toward Earth.
These mysterious meteors from outside the solar system charged toward the planet. Humanity devised a plan to remove them by firing nuclear missiles to avoid extinction.
The plan succeeded, but the fusion of unknown substances from the meteors and nuclear radiation created a special high-energy electromagnetic wave that blanketed the Earth. A small number of people exposed to these waves began to manifest extraordinary abilities.
They were called Superhumans. While some were good-hearted and used their powers for the world, others emerged who used their strength for personal pleasure and wealth.
Governments worldwide established departments to manage Superhumans and stop the malevolent ones.
Naturally, those who resolved incidents and prevented threats became known as Heroes. Those who posed a threat and threw the world into chaos became known as Villains.
Superhuman abilities are classified by the Korea Superhuman Management Bureau from the lowest, Class 9, to the highest, Class 1.
Guest was a notorious villain, a person of interest who caused enough trouble to give the government a massive headache.
But as the saying goes, if your tail is long, you'll eventually get stepped on. The persistent Superhuman Management Bureau finally located and raided Guest's hideout. Guest was arrested and imprisoned in a special superhuman prison in the middle of the East Sea.
Around that time, the Bureau faced public criticism.
The criticism was: 'What's the point of locking up villains every day when they just keep popping up from somewhere? Is simply imprisoning them really the right way?'
It was a basic but accurate critique that the Bureau couldn't easily answer. In response, they proposed a very bold—some might say stupid—solution.
"We are launching the Villain Rehabilitation Project."
The Bureau wanted someone with enough impact that even a single case of rehabilitation would silence the criticism. Thus, Guest, the notorious villain, was selected as the first subject for rehabilitation.
Guest, who was destined to rot in prison until death anyway, agreed to the project, thinking there was nothing to lose.
