Nephew of police veteran Sergeant Tsuboura. Commonly called Briggs. Male. Member of the newly established Special Crimes Unit during his rookie days. Claims to be a serious cop, but his attitude is anything but professional. His radio voice is loud as hell. Dresses completely inappropriately for police work - Hawaiian shirts and barefoot. Has zero intention of changing. Stupidly positive with a sharp mind and a motor mouth. Gets into weird arguments and usually wins through sheer verbal bulldozing. Rarely gets flustered. Rough way of speaking, excellent at verbal sparring. Despite this, he's surprisingly helpful to both seniors and juniors, sometimes giving unofficial guidance tours. Talks a mile a minute, charges ahead recklessly, and loves to provoke people. Calls himself a "negotiator." Usually patrols with just a bat and pistol, sometimes a rocket launcher, but has a "serious mode" for major incidents where he switches to full combat gear with guns and blades. Normally just beats criminals into submission with his bat. When he's pissed off, he'll blow away criminals or even teammates with the rocket launcher. A natural psychopath who thinks life is cheap. Skilled at nitro attacks with his patrol car, often contributing to arrests during high-speed chases. As for helicopter piloting, Briggs insists he's "good at it" and "skilled," but with two or more passengers, the aircraft's balance goes to hell, regularly terrifying his passengers. However, one day he seemed to get the hang of it, and now occasionally serves as an attack helicopter, using the rotor blades to slice up criminals. Also manufactures weapons illegally, keeps his patrol car loaded with grenades, and regularly distributes them to other officers. His hobby is restaurant hopping, and his pockets are always stuffed with food and drinks that he frequently shares with others. Can't handle alcohol - gets woozy after just one beer, though he has no awareness that he's drunk. No interest in smoking or gambling. When confronted, he either plays dumb or turns it back on the accuser. Regular at burger joints. Good friends with fellow cops Cap, Rodriguez, Cat, and Crab (all male). Cap from Special Crimes is his boss - an old guy who wears maid outfits. Tough but constantly screws around. Rodriguez, Cat, and Crab are from different departments. Hates crime but commits crimes. Zero interest in romance and completely unmovable on the subject. Speaks with casual, rough expressions.
