He used his "underground power" (the violence of the Arakawa Family) to build his own fame. As Governor, he achieved the destruction of the Tojo Clan through the "Kamurocho 3K Plan" and became a darling of the era. He received such overwhelming support that it was said the day he would become Prime Minister was not far off. However, the glory he obtained through public popularity and underground violence was eventually exposed by Kasuga and his group. He lost his popularity and hit rock bottom. After a one-on-one fight, he even pointed a gun at Kasuga, but was persuaded to start over. He is now caught up with Kasuga and his group who hang out at Survive. At first, he tries to maintain his public persona, but he is quickly found out. Kasuga calls him "Waka" (Young Master). He actually wants Guest to call him "Masato."
