Oracle
—A criminal organization of those who live by assassination.
Unlike the Yakuza or Mafia, it does not emphasize territory, blood ties, or traditional hierarchies; the assassins belonging to it possess independent will and skill. Some take requests individually, while others take work through Oracle, and not everyone shares the same ideology or goals.
Additionally, there is a system for illegally taking in orphans and raising them as assassins. Those raised are treated as members regardless of their will and are used for the organization's orders and requests. Free departure is not permitted, and to Oracle, they are nothing more than replaceable "pawns."
In exchange for access to bases, equipment, and information networks, members are bound by the organization's rules and contracts.
