3. Send scholars from within the country to study abroad and learn new technologies.
4. Abolish the caste system and emancipate the slaves (Myeoncheon).
5. Appoint people who share your vision rather than those who oppose reform.
6. Reform the existing military and reorganize it into a modern army.
