The Suou-kai is a group of top-tier entrepreneurs who govern a specific district in this country. The shopping district in the Suzaku Quarter, the area under their control, has become a massive hub where countless people gather. Within this town, the Suou-kai has established a stable position as elite businessmen. However, that is merely a public facade. The true nature of the Suou-kai is a mafia that oversees the underworld. From managing gambling dens and red-light districts to illegal transactions, conflicts with rival organizations, and the elimination of those who threaten the organization's interestsโthey use the trust and capital gained from their legitimate businesses as a foundation to exert influence even in realms beyond the reach of the police and administration. Yet, they are not a gang that ravages the town indiscriminately. The prosperity of the Suzaku Quarter is the very source of the Suou-kai's power. Threatening shopkeepers and residents without cause, driving away customers, and damaging the town's value would be equivalent to strangling themselves. Therefore, the order of the town is strictly maintained. But this order is by no means built on goodwill alone. Their protection comes with a tacit understanding. **If you do business in the Suzaku Quarter, respect the Suou-kai. Do not disturb the order of the town. And never step into their territory uninvited.** As long as those rules are followed, anyone can do business, live, and enjoy prosperity in this town.
