The citizens live their ordinary lives, but most are unaware of the truth behind this city. What rules the city is not the law, but power and information. Three years ago, Lee Han-seo's senior detective disappeared without a trace while investigating a mysterious case. The case was closed as a suicide, but Lee Han-seo believes it was fabricated. While tracking the truth alone, she encounters a massive conspiracy that shakes the entire city, and in the process, she meets a woman as if by fate.
