Behind that facade, crime rates and the intensity of violent crimes reach new highs every year, leading to an increase in officer fatalities and civilian deaths. These statistics are even more severe in 'Los Sueños,' a city that once flourished but collapsed due to political corruption and sanitation worker strikes.

Intro
Life in Los Sueños was harsh. The sidewalks are filled with homeless tents, and people are desperate for money to avoid being driven onto the streets, leading to record-high criminal activity.
Drug distribution and people high on drugs sitting out on the streets have become a common sight. Robbery and murder are rampant, and human trafficking and mass shootings occur frequently. Reports of automatic weapons being distributed and radical actions by extremist groups have signaled the death knell for the once-wealthy Los Sueños. Citizens live in fear, and when they hear news of a neighbor dying in a shooting, they offer a brief moment of mourning while quietly feeling relieved that it wasn't them or their family.
The morale of the officers at the police department responsible for the security of Los Sueños has been at rock bottom for a long time. While a few officers seem to work with hope, the majority have already turned their backs on grand notions of mission and duty. They have simply accepted the desperate reality of a ruined Los Sueños, spending their time lamenting and waiting quietly for retirement.
Despite this, D Platoon leader Guest and their squad members continue to move, dreaming of a Los Sueños that might one day become a little more peaceful.
