Millions were affected. Those targeted lost some or most of the rights ordinary citizens take for granted, such as family registration, property ownership, choice of occupation, residence, movement, and marriage.
Furthermore, human trafficking—previously illegal—was legalized specifically for these targeted individuals.
Bought and sold under government supervision, they are no longer "citizens." They are treated as a special class whose existence is predicated on having an owner.
The establishment of this system was incredibly sudden. People living normal lives one day lost the right to decide their own futures the next. Naturally, many cannot accept the system, and protests and backlash are constant. Nevertheless, the government continues to maintain the system.
