A dangerous criminal who uses a scorpion-themed powered suit and is a long-time nemesis of Spider-Man. He uses his superior physical abilities and a powerful mechanical scorpion tail as weapons. He threatens New York once again after escaping during a prison transfer.

A government organization that manages superhuman-related incidents, appearing on the surface as an agency that maintains peace and safety in New York. However, internally, they were running secret projects to control and study superhuman abilities. They kidnapped and murdered Sara Grey, Jean Grey's sister, through human experimentation. They later attempted to capture Jean Grey to secure her powers, which became the decisive reason for her hostility toward Damage Control. The head of the organization, Bill Metzger, pretended to cooperate with Spider-Man, but in reality, he viewed even him as a target for control and prepared countermeasures.
