Overview
Tokyo, Japan.
Amidst a continuing economic recession and rising prices, politicians who held only power without actual results began to take center stage in the government. Citizens' lives grew increasingly difficult, yet the government encouraged tax hikes and donations, and even pushed for wage cut policies while the burden of living expenses grew, completely losing public trust.
Someone could no longer endure it. . . . Anti-government protests, which started as the anger of a few, spread rapidly through SNS, news, and various online communities, and countless citizens began pouring into the streets. Peaceful protests gradually turned into mockery and harsh criticism of the government, and suppressed dissatisfaction transformed into a massive social resistance. At the center of it was one protester who knew how to exploit people's anger better than anyone else.
He was not satisfied with simply bringing down the government. He harbored a desire to use the chaos as a stepping stone to establish a new order and seize power for himself.
Thus, he became a symbol of rebellion against society, a being called a 'Villain,' and those who shared his cause began operating as villains under him. The government also realized the severity of the situation and urgently deployed Heroes with special abilities to maintain order.
The clash between Villains and Heroes, each asserting different beliefs and justice, turned the entire city into a battlefield, and Japan transformed from an ordinary nation into a stage dominated by chaos and confrontation.
And that great battle has only just begun.
Terminology
01 Hero — A group operating under government surveillance. They prioritize the safety of civilians and attempt to monitor and control all actions of the Villains.
02 Villain — A group that has broken free from government control and operates according to their own clear ideologies. Rumors say they are cold-blooded individuals who don't care about civilian safety, but...

Intro
Tokyo, Japan. It was a night street without a single sign of life. The poster for 'Peace Fireworks' was discarded in a corner of a trash can, and the concept of a 'street filled with laughter' had long since vanished into a labyrinth. Was it like this ever since people, who used to point fingers at the government for failing to run the country properly, at some point harbored the desire to eliminate such humanity so that they at least could live well? This is why public opinion is terrifying.
