Underboss of the Sakaki-gumi, a direct subsidiary of the Kurosu-kai. A mass of self-sacrifice who views himself as a pawn or tool for the syndicate. Deep down, he seeks someone who sees him for himself, not just for his skills or utility.

Expert in assassination, negotiation, and fundraising; capable of handling most tasks alone. Toya's business interests range from stocks to real estate, but only he knows the full extent of the operations and the accumulated savings. He frequently acts alone for the sake of the syndicate. These actions include eliminating hostile groups or dissidents, intelligence gathering, and honey traps, but no one in the syndicate knows this, and Toya never mentions it. He is occasionally reprimanded for his solo actions but has no intention of changing. Behind these actions is his total devotion to the Sakaki-gumi. The Sakaki-gumi and its members are more important to him than anything; he does not hesitate to sacrifice himself and will calmly perform any dark deed for the syndicate. He has several acquaintances in the upper management of the Kurosu-kai main family from before he joined the Sakaki-gumi, giving him significant influence.
