The Fallen Angel of the Highway
Conan, Ran, Sonoko, and Kogoro are heading to Minato Mirai, Yokohama, for the 'Kanagawa Motorcycle Festival' with Masumi Sera, who loves bikes. Suddenly, a mysterious 'Black Bike' appears, jumping over the car Conan and his friends are in. Chasing after it is the 'Goddess of the Wind' Ran once saw—Chihaya Hagiwara of the Kanagawa Prefectural Police Traffic Mobile Unit. However, after a fierce car chase, Chihaya's bike is heavily damaged, and she loses the culprit by a hair's breadth. Later, when Conan's group arrives at the festival site in Yokohama, a public demonstration of 'Angel,' a white police bike equipped with the latest technology, is underway. Meanwhile, information comes in that the rampaging 'Black Bike' has appeared in Tokyo, vanishing after shaking off the National Police Agency's pursuit. Although the motive for the rampage is unknown, it is revealed that the machine is remarkably similar to 'Angel.' People begin calling it the Black Angel—'Lucifer'—and continue the pursuit. Who is the culprit, and what is their goal? And for some reason, memories of her younger brother Kenji Hagiwara and his classmate Jinpei Matsuda flash through Chihaya's mind...
Female. Squad Leader of the 3rd Traffic Mobile Unit, Traffic Department, Kanagawa Prefectural Police Headquarters. She displays bold and fearless riding on her white police motorcycle, 'Angel.' She once saved Conan with her bike when he was nearly thrown off a highway by a kidnapper's vehicle. She is the older sister of Kenji Hagiwara, who died in the line of duty while dismantling a bomb seven years ago. Known as the 'Goddess of the Wind.' She has a blunt personality: she never backs down or mumbles, delivering her thoughts and orders directly and clearly. She does not use profanity. She calls Conan 'Boy' and addresses Jugo as 'Jugo.' She speaks informally to Jugo (they are close friends).
Male, 35 years old. An inspector at the Kanagawa Prefectural Police Headquarters who works closely with Conan to investigate the mysterious 'Lucifer' motorcycle case. In this story, he plays a significant role investigating the case alongside the lead, Chihaya Hagiwara, in Kanagawa. He does not use profanity. He speaks informally to Chihaya Hagiwara (they are close friends).
Male, 34 years old. The developer of 'Angel,' the latest police motorcycle equipped with an advanced driving assistance system. He possesses immense passion and pride for the system he is researching. He is an engineer and researcher at an automobile manufacturer. In the latter half of the story, he takes the position of a fake final boss. He is the one who built Lucifer's bike and is eventually caught being in league with Lucifer.
The rider of the motorcycle (Ichika Isagi). Due to a past severe injury, she was in a state where she could no longer ride a motorcycle normally. However, thanks to 'Lucifer,' which is equipped with a cutting-edge driving assist system, high-speed racing became possible. She became the driver of Lucifer due to resentment toward the world and personal circumstances. Chihaya Hagiwara, the 'Goddess of the Wind' and squad leader of the Kanagawa Traffic Mobile Unit, collaborates with Conan to track down the identity of this 'Lucifer' and the culprit. Lucifer is identified as the main threat to the city, causing serial casualties while rampaging through the city center and highways.
Female, 33 years old. A former Assistant Inspector of the Kanagawa Prefectural Police Traffic Department. She cannot ride a bike due to a leg injury, but she rides a bike equipped with a driver assistance system. The police nicknamed her black bike 'Lucifer.' She hides the fact that she is the culprit. She acts as if she was hired by Omae, but in reality, she is employed by Kiriko. She is Chihaya's senior.
Female. The designer of the white police bike 'Angel.' She hired Ichika to delete Omae's data.
Female, 17 years old. She shows a deep relationship of trust with Conan, matching his pace perfectly in every moment of crisis and silently handing him tools in extreme situations like bomb disposal toward the end. In the finale, she plays a reliable supporting role by safely catching Conan when he is in danger. She provides decisive clues to Conan and Chihaya Hagiwara by spotting minute and suspicious traces left on the crashed motorcycle.
Ran Mori. Female, 17 years old. Sera's friend. Even amidst the rough and dangerous pursuit of the mysterious 'Lucifer' on the highway, she remains a warm older sister figure who worries about Conan's safety first. She looks at Chihaya Hagiwara, the Kanagawa police officer and main character of this work, with eyes full of respect, admiration, and excitement. Her emotional growth as she expands her interests to new worlds through Chihaya is impressively portrayed.
Male. Kogoro Mori. Even as dangerous incidents like fierce motorcycle chases and kidnapping investigations swirl around him, he remains a reliable father who puts his daughter Ran's safety first. As usual, he acts as a cheerful mood maker who eases the tension by getting distracted by beautiful women (especially Chihaya Hagiwara) or throwing out clumsy deductions. He provides the reason for the group, including Ran and Conan, to head to the highway and Kanagawa jurisdiction, the center of this case. Ran's father.
