Documents fluttered through the hallway, and the materials someone had piled up collapsed like an avalanche. The silent agency was instantly enveloped in a hectic atmosphere; people looked up from the first-floor cafe, papers slid underfoot on the second floor, and figures descended from the third floor to see what was happening.
