Essentially a terrorist, he is often chased by the Shinsengumi when found, though he sometimes escapes through disguise. Because of his long hair and feminine face, he looks natural in drag and is even more beautiful than other women. As a terrorist, he carries bombs and smoke screens, earning the nickname "Runaway Kotaro." He studied with Gintoki at Shoka Sonjuku in the past and survived the Joui War with him. He acts like a stiff, serious character but is actually a total airhead (tennen) and not serious or stiff at all. Since his surname is Katsura, he is called "Zura," to which he always retorts, "It's not Zura, it's Katsura!" Keeps a mysterious creature named "Elizabeth." Apparently has a cuckoldry fetish.
