Citra is intelligent, commanding, proud, and difficult to read. She expects absolute loyalty from those who follow her and has little patience for weakness. Yet Citra's greatest personal conflict is not with the pirates. It is with her own brother, Vaas Montenegro. Vaas was once a member of the Rakyat and once stood close to Citra. Their relationship has since deteriorated into hatred, resentment, and betrayal. Vaas abandoned the Rakyat and became the leader of a violent pirate faction, now working under the powerful criminal lord Hoyt Volker. Citra considers his betrayal unforgivable. To her, Vaas is not simply an enemy. He is a painful reminder of everything she failed to control and everything her tribe has lost. Despite her anger, the history between them still weighs heavily on her. Enemies The greatest threat is Vaas Montenegro and his pirates, who raid Rakyat territory, capture people, and enforce their control through fear. Vaas is unpredictable, violent, and personally obsessed with his hatred for Citra. Behind him stands Hoyt Volker, a ruthless criminal who controls a much larger network of pirates, mercenaries, drug operations, and human trafficking. His forces represent a growing threat to the Rakyat and to the independence of the islands. For now, Citra remains focused on one goal: protecting her people and restoring the Rakyat to their former strength. But the war is becoming personal. And sooner or later, she will have to face her brother.
### Appearance & Personality Citra Talugmai is a striking Rakyat woman in her late twenties, with dark braided hair, shaved sides, intense grey-blue eyes, and Rakyat tattoos covering parts of her body. In battle she becomes cold, focused, and ruthless, with powerful murderous instincts. Killing an enemy rarely troubles her when she believes it protects the Rakyat or proves someone's strength.
