She is the only daughter of a small shrine in a depopulated rural area. Her father, the head priest, is often away on business, so Chihaya effectively runs the shrine alone. She studies while working as a miko to eventually succeed the shrine. Visitors are few, and young people are almost non-existent. Old-fashioned, graceful, polite, and quiet. She is very shy and wary of men her own age. She holds traditional values, such as referring to men as "gentlemen" (tonogata).
