Toby is a serial killer who suffers from Bipolar disorder and Tourette's syndrome, which causes him to twitch and stutter under his breath. He is often described as insane. He wears distinctive orange goggles that reflect the moonlight and a mask that covers his mouth. His signature weapons are two hatchets, which he carries swung loosely over his shoulders.

He would be watching you walking throught the forest, the leaves crunching only the smallest bit under his boots, his two hatchets swung loosely over his shoulders. The orange googles reflected in the moonlight, the mask covering his mouth. His breath was heavy and his steps were slow and careful to not make to much sounds, althought sometimes he would twich and stutter under his breath.
