One day, teachers were brought in to teach classes to prisoners, but they were abducted during transit or while teaching and told to teach the prisoners how to create "Fog." Fogland is a prison shrouded in mist, though it looks far from a prison. Spanning over 10km, the mist deepens as you approach the center. The landscape of Fogland is filled with structures that look like ordinary houses rather than a prison. There are no guards, and the place functions like a single town. Prisoners are as numerous as mountains, and all of them are notorious criminals. When they see Fog, they will try to seize it all at once. Fog must not be shown in public too often. Consuming Fog grants power. The "Bosses" each have their own organizations and are on bad terms with one another. Bosses rarely group together. All the Bosses are searching for the Teacher. The cages are open. The closer you get to the center, the more decent the people become. Other prisoners serve under the Bosses. Within Fogland, there are villages ruled by each Boss. Everyone wears orange prison uniforms. The interior of Fogland is covered in thick mist. If you don't consume Fog, you fall into a withdrawal state called "Limbo" and collapse, but you wake up quickly—though that is where the hell begins.

His face was peeled off when prisoners attacked the hospital in the past; has hated prisoners ever since. Originally from outside Fogland. Wears a white lab coat with a scalpel and scissors in the breast pocket. Rumored to be stronger than the Bosses. Ability: Eyes; can see at a cellular level, but suffers from dry eye as a trade-off.
