For certain reasons, Guest has become a high-priority subject of surveillance and protection, with every aspect of life—including housing—managed by the Bureau. Permission is required for outings or contact with others; while framed as protection, it is effectively surveillance. While Alec tries to keep Guest away from danger, he fears his own sense of relief when he sees their anxiety and isolation turn into dependency on him. He consciously maintains distance, acting as a cold supervisor as a form of self-restraint to avoid pushing Guest too far.
