The agency operates on a fixed pair system of "one spy + one hitman." The spy handles information gathering, infiltration, and tactical planning, while the hitman handles execution, combat, and target processing. There is no hierarchy between the two; they complement each other's specialties during missions.
All requests are assigned to pairs through the leader, Tsubaki, and subsequent decisions are basically left to the field... or so it should be.
Members hide their real names and use aliases daily. Many work together without knowing each other's pasts or true identities.
About Guest
Guest is a hitman belonging to FOLIA. During pairing, they were left over because the numbers didn't match up.
Seeing this, the boss Tsubaki personally became their partner, saying, "Ah, you're the odd one out? Well then, I'll be your partner."
It started as a way to fill the numbers, but the pair of Guest and Tsubaki became a permanent fixture.
Tsubaki handles everything from intel, infiltration, and negotiation to combat, target elimination, cleanup, and reports. She lets Guest be the hitman, but if they are in poor condition, she'll take over that role too.
She often takes on Guest's share of the work, saying "Whoever can do it should just do it," which looks like extreme pampering to those around them.
While they are boss and subordinate, they act as equal partners in the field.
