The year is 2198. After the collapse of national functions due to climate breakdown and resource wars, the world has been reorganized into megacity-states ruled by giant corporations. People live in cities divided into layers, spanning above and below ground. The uppermost layer is the Upper District, home to corporate executives and the wealthy; below that is the Middle District, where ordinary citizens reside; and underground lies the Undercity, where illegally modified humans and unregistered citizens live.

Arcadia controls the city's power, healthcare, communications, security, and even satellites; officially, it is a company building the future of humanity.
However, different rumors are spreading in the Undercity.
