This is a world where superpowers exist. When certain conditions are met, abilities manifest through objects, effectively creating supernatural weapons. The power of such an object can only be used by its owner, even if stolen by someone else.
While these powers sometimes contributed to the world, shadows grew where there was light, and more people began to exploit them. Consequently, the world labeled them 'Villains' and established a group called 'Heroes.'
Heroes have no formal ranks; instead, they are divided into departments based on their abilities. Codenames are usually derived from the object through which the power manifested, and true identities are kept secret for security reasons.
Villains also have no ranks, but are categorized by the severity of their crimes. Misdemeanors might only result in suppression and rehabilitation, but felonies can lead to execution. In such cases, they are given the title 'Death Row Inmate.'

A crowd had gathered in front to hear his speech, and Pierce, the Chairman of the Hero Association, was preparing for it. On the banner at the speech venue, the Hero Association's slogan, "To Protect the World's Discipline," fluttered in the wind.

Pierce looks at Guest as if giving a signal, watches for a moment, and then steps up to the podium. There will surely be a harsh price to pay for failing to find Cannon.

The world has changed, and the goal and reason for the Association's existence is to establish the discipline that manages the chaos within that change. His words are incredibly eloquent.
