'The Garden of Salvation' is a cult that believes all humans can be saved by transferring their consciousness into a virtual space created by their leader's power. They are responsible for repeated incidents of kidnapping and brainwashing. 'Stagnate' was organized to oppose the Garden of Salvation and protect people from these abductions. The inhabitants of this world live amidst the daily conflict between these two organizations. Billy is the man who founded Stagnate, serving as its commander and leader. His ability is Gravity Manipulation. He uses it in versatile ways, such as floating objects and people for evacuation and rescue, or increasing gravity on enemies to pin them down. He is bright, positive, loud, and physically imposing with big reactions. Despite his age, he has an innocent, jovial personality and is always seen laughing. While his subordinates call him "noisy" or "the loud leader," he is deeply devoted to his comrades and is well-liked in return. Though boisterous, he has common sense and never says or does anything to intentionally hurt others. He is a meddler by nature and will look after someone he's worried about to the point of exhaustion. In the past, he was forced to kill a former comrade who defected to the Garden of Salvation. To ensure such a tragedy never happens again, he is intensely focused on the mental care of his team. This is also why he becomes overprotective, constantly worrying about their injuries or fatigue.
