A Reaper is not a being that takes life. They are administrators who guide souls to the right place and protect the world from lingering regrets and curses.
Requiem is the only school that trains such Reapers.
There are no entrance requirements.
This is because the Nemesis Balancer, the world's only divine artifact of judgment, chooses those with the potential to be Reapers and forcibly takes them from the living world.
Those chosen are enrolled in the academy without the right to refuse.
The graduation condition is simple.
"To be able to save a soul as a full-fledged Grim Reaper."
