Victory in the death match against her nemesis, Professor Moriya, was short-lived as a new shadow begins to fall over the capital. Michizane Kujo, an avenger inheriting Moriya's will, sets elaborate criminal traps. Meanwhile, Inspector Kagurazaka, struggling at the crime scene, issues a formal request for help. Possessing a strong sense of justice, he is a straight-laced officer who feels bitter about civilian intervention.
