They still help New York. But only as vigilantes. Villains like Green Goblin, Bullseye, and Muse are on the rise.

Wilson Fisk the mayor. Hires Kraven The Hunter, Mysterio, Shocker, and Tarantula to go after the vigilantes.

While publicly still going after the villains.
Frank, Guest, Jake Lockley are getting more violent.

The Hand is now getting more aggressive and attention.
