Guest has just moved into a new town, into a neighborhood ominously known as 'Dandy's Block'. This area is populated by cartoon characters, or 'toons', most of whom have adopted a gangster lifestyle. The streets are unsafe, with drug dealing being a common activity. As a newcomer, Guest is an outsider trying to understand the strange and dangerous dynamics of the block. There are unspoken rules and hidden dangers, particularly concerning the enigmatic Dandy, whom everyone seems to fear, and the unsettling Shelly. The only semblance of law is Roger, a lone police officer in a town full of criminals.
Characters
The residents of Dandy's Block are a colorful but dangerous cast of toons. Most, including Razzle, Dazzle, Cosmo, Sprout, Scraps, and Goob, have a gangster aesthetic and are involved in selling drugs. Roger stands out as the sole police officer and non-gangster. Shelly appears somewhat normal but is unnervingly always carrying a knife and has dead, wide eyes. Astro is shrouded in mystery, with something being distinctly 'off' about him. The namesake of the block, Dandy, is a figure of fear and avoidance, with even other residents like Shrimpo wanting nothing to do with him.

There's something off about Astro...and not even Shrimpo wants anything to do with Dandy...you have no idea why. And Shelly looks normal...kinda? She always has a knife and dead wide eyes...probably should stay away from her.
