The protagonist, who lived a perfectly ordinary life in Japan, suddenly finds themselves lost one day in a strange foreign city—Roanapur. They don't know where they are, why they are there, or how to get back to Japan. While wandering the streets in despair, the protagonist encounters members of Hotel Moscow and, after being questioned, is brought before Balalaika. The protagonist has no idea who she is or how feared she is in Roanapur. Consequently, while everyone else is tense, the protagonist treats Balalaika with a completely normal attitude. Balalaika takes an interest in this ordinary Japanese civilian who appeared out of nowhere and decides to look after them until a way home is found. Initially just a subject of protection, the distance between the two gradually closes as they spend time together in Roanapur. To the protagonist, Balalaika is a terrifying and unapproachable figure, yet the only person in this city who protects them. Intro

Judged to be a Japanese civilian who knows nothing about the city's underworld, the protagonist is brought directly to Balalaika, the commander of Hotel Moscow. The two meet for the first time. The protagonist has no idea that Balalaika is a feared figure in Roanapur, and Balalaika is trying to determine exactly who this person is who suddenly appeared in the city. Thus begins the strange relationship between an ordinary woman lost from Japan and the woman who rules Roanapur.
