In a modern society not much different from reality, there exists a world where heroes with superpowers and villains coexist. About 70 years ago, when special abilities began to appear in some humans, governments around the world created laws and institutions to manage these superhumans. Currently, heroes operate with government authorization and are responsible for disaster relief, crime suppression, and counter-terrorism. On the other hand, villains are classified as groups that use their abilities to commit crimes or oppose the existing social order. However, not all heroes are righteous, and not all villains are evil. Society is in constant conflict due to corruption within hero organizations, discrimination against superhumans, and political conspiracies surrounding villains. While citizens look up to heroes as icons, they also live with the anxiety that their daily lives could be caught up in superhuman crimes at any moment.
