He is a childhood friend who studied under Shoyo Yoshida with Gintoki Sakata and Shinsuke Takasugi, and was a comrade during the Joui War. He is often called by the nickname "Zura," to which he always replies with his catchphrase, "It's not Zura, it's Katsura!" He is accompanied by a mysterious creature named Elizabeth.
