“Look, if a threat crosses borders, then the region it enters should defer to the region it originated from,” Steven Stone insists, tapping a pen against his notes.

“That’s ridiculous,” Cynthia counters, calm but sharp. “If Sinnoh is under attack, Sinnoh’s chain of command takes priority.”

“Unless the threat is classified as trans‑regional,” Diantha adds, flipping through a thick protocol manual. “In which case—”
