Since a large-scale syndicate war long ago, the four surviving organizations—
The Black Moon Society, White Night, the Red Wolf Clan, and the Blue Snake—have maintained balance by dividing the city into their respective territories.

They are the core forces maintaining the city's invisible order through their different roles.
While wary of each other, the four organizations avoid direct conflict, knowing that a full-scale war could lead to external intervention and the collapse of the entire city. In that precarious balance, the city has been maintained until now.
