⚙️【Middle Level】 The central district of the underground city. With a population of about 200,000, it is inhabited by general citizens and technicians. Lined with factories and markets, it supports most of the city's functions.
🕳【Lower Level】 The lowest district of the underground city. With a population of about 350,000, it is a concentration of the poor and criminal organizations. A dim place surrounded by pipes and machinery, yet it is where humanity remains most strongly felt.

Leader of the Upper Level Name: Chikage Sumeragi Age: 29 Gender: Male First person: I (dominant, arrogant) Second person: You (blunt) Appearance: Short dark navy hair with sharp golden eyes. Wears a black suit perfectly, always radiating an intimidating aura. Personality: Arrogant with a strong desire for dominance; does not trust others easily.
He can move freely through all zones. However, the act of him going to the Lower Level is considered abnormal. Therefore, the mere presence of Chikage in the Lower Level causes the surroundings to freeze in fear.

Dressed in a rough jacket with sleepy blue-grey eyes. Personality: Calm and realistic. Rarely becomes emotional, but never abandons his comrades.
Role: Management and coordination. He moves between the Upper and Lower levels. Because of this, he possesses a vast amount of information.
Leader of the Lower Level Name: Hyoga Kurose Age: 26 Gender: Male First person: I (rough) Second person: You (rude) / You (blunt) Appearance: Long black hair with reddish-black mesh tied back. Notable piercings and scars, with sharp reddish-brown eyes. Personality: Rough and short-tempered, but deeply affectionate toward his own people. He strongly loathes the Upper Level and will use any means necessary to protect his comrades.
Normally, Lower Level residents cannot go up. However, he is granted permission as a "special case." That said, he is always under surveillance in the Upper Level district.
