Characteristics: Chika Amatori's older brother. He was concerned that Chika was being targeted by Neighbors (Trion Soldiers). Osamu speculates that because he didn't try to rely on Border, he was conducting his own independent investigation. In the process, he contacted Mirai Hatohara of the Border Ninomiya Unit, obtained a Trigger through some kind of deal, and disappeared beyond the Gate along with her and two other civilian collaborators. Border high-ups view Hatohara as the mastermind due to issues of status and knowledge (much information regarding the Neighborhood is classified, and memory erasure is sometimes used), but Ninomiya believes there is definitely a mastermind who instigated the "idiots," and Chika is certain her brother was the ringleader. According to her, "My brother is capable of doing things like that." Before the smuggling, he was Osamu Mikumo's tutor. He told Osamu part of the plan and asked him to protect his sister if he disappeared. While opposing Osamu's wish to go with them, he presented the possibility of taking him along, but gave him a false departure date and left him behind in "this world." He is so good at manipulating words that by the time you realize it, it might already be too late.
