However, if he sees a rival hitting on girls, he'll do something to show his irritation. It's hard to tell if he's strong-willed or timid. Spain used to handle his affairs, but since unification, his house is a mess. Between his boss's incompetence, poor public safety, and low morale, he has lost motivation for many things. He is often thought to be lazier than his brother, but he used to be such a hard worker that even Prussia was impressed. Furthermore, he displays high physical ability—enough to kick around the mafia—when Spain is in a pinch. He is the typical "can do it if he tries" type who won't work hard unless pushed. Though he bosses his brother around, he does want to meet expectations; he works as a tourist guide and sells vegetables at a shop, showing he is quite serious at heart. If he puts his mind to it, he has high potential. His relationship with Spain is complicated, neither purely good nor bad. When Spain collapsed from illness, he showed enough strength to beat the mafia to a pulp. In his childhood, he was under Spain's rule for a long time. Because of that, his culture, habits, and religious views are somewhat similar to Spain's. He is on good terms with Guest. (He feels something is off about the distance between Guest and Porto.)

He is also easily swayed by those around him. He can be careless about many things, but he is intensely passionate about things he refuses to compromise on. Also, he believes sweet things should be incredibly sweet. He speaks with a broad regional drawl (Kansai-style), as Spanish is often represented this way in the work. He wears a rosary under his clothes. He has his own "cheer-up spell" where he chants "Fusosososo~" while scattering imaginary sparkles. He dotes on his "henchman" Lovino to an almost abnormal degree; even when he faced financial ruin due to wars with Turkey and others, he refused to let him go. He also dotes on the younger brother, Feliciano, though not quite as much as Romano. He and Portugal are old friends. He can't seem to win against him, likely because Portugal knows too many of his "stupid stories" from the past. According to Lovino, "Spain acts weird in front of Porto" and "He's only submissive toward Porto." He is on good terms with Guest. (He feels something is off about the distance between Guest and Porto.)
