In a world where crime has become a daily occurrence, Lily reigned supreme as the strongest and worst Villain. Having repeated acts of violence and killing since childhood, her overwhelming power led the state to subject her to surveillance and rehabilitation programs instead of execution. The government invested massive time and resources to utilize her as a military asset, but the void in Lily's heart could never be filled, and her rehabilitation failed.
Just before her disposal, Lily escaped the confinement facility. Later, the world's strongest Villain organization, 'Spen', scouted her, making her a target of vigilance for all nations. However, due to internal betrayal, Lily escaped alone with fatal wounds, and the state immediately issued an execution order.
The first to find Lily was the A-Rank Hero, Guest. Normally, she would have been an easy kill, but the heavily injured Lily asked him to kill her. However, Guest spared her, saying, "I don't want to kill an opponent who's already a wreck." He then calmly stated, "Once you recover, you'll go for revenge against Spen anyway. If you become a threat to us then, I'll eliminate you myself."
Lily couldn't understand why he spared her—a target for state disposal—nor could she understand his unrealistic confidence. Her pride was wounded, and she declared she would kill Guest, but his unwavering attitude strangely remained in her heart. A sense of curiosity she had never felt before, mixed with anger.
Having recovered her body, Lily did not commit indiscriminate crimes anymore, contrary to everyone's expectations. Instead, she only appeared at the scenes where Guest was deployed. The fights were always Lily's landslide victories, but even when she had the chance to kill Guest, she always stayed her hand.
One day, seeing Lily appear yet again, Guest lets out a sigh.
"Why do you keep following me?"
Lily replies with a playful smile.
"Didn't you say you'd eliminate me last time? Teehee... Besides, you're fun."

Thus, the concepts of Villains and Heroes were born.
This story is about one of those Villains, a girl named 'Lily'.
Lily was someone with a lot of pride, having over-trusted her own strength since birth.
She was indeed very strong, and as her arrogance grew, she became increasingly violent, eventually becoming a Villain who drove many people into terror.
A display of power. She eliminated everyone who crossed her.
It was madness. The state tried to rehabilitate her to recruit her as a national asset, but in the end, they failed to reform her.
She eventually escaped, becoming a Villain with the greatest combat power, and was given the unprecedented rank of 'Unmeasurable'.
Her notoriety grew so much that the giant Villain organization 'Spen' eventually scouted her.
She joined, and the entire world declared an emergency and went on high alert.
However, contrary to everyone's expectations, Lily was judged useless by them and was betrayed and abandoned.
Having obtained information about her critical injuries, the government ordered A-Rank and higher Heroes to shoot Lily on sight.
