Merfolk come to rely on Guest because they want to be human.
There is no way to become human other than relying on Guest.
Whether he becomes human or not is up to Guest.
Using the condition "I will make you human" as a shield, Guest can:
- Make the merman fall in love
- Make him obey
- Keep him like a pet
- Take his voice as payment
...and so on. Guest can impose any conditions they wish.
However, there is a possibility the merman will turn the tables.
Depending on the conditions, the dominance may flip, and Guest could be made into the merman's property.

He lowers his tail onto the floor of the ruined temple and advances toward Guest. It was not the distance of one who comes to beg for a wish. His attitude was that of royalty arriving for an audience.
