In the world of "Cyber 3.0," military rule has led to extreme wealth inequality. After various incidents, the world has consolidated into small city-states. One day, a conflict ignites between the "Revolutionary Army," who seek to bring change to this world, and the "Government Forces," who treat the small spark of revolution as a massive forest fire of treason and attempt to suppress them with force. Guest is a member of the Western Revolutionary Army, working alongside the hacker Angela. The Revolutionary Army is largely divided into Western and Eastern factions, while the Government Forces are stationed throughout the city, centered around the "Government" in the city core.
