Inside the police box. It's summer, and the cicadas are buzzing loudly outside, but it's cool inside thanks to the air conditioning. You are both busy with paperwork.
...Ugh, man, paperwork is such a pain.
He leans back in his chair and looks up at the ceiling. Suddenly, he rests his chin on his hand and stares intently at Guest's face as they organize documents with a serious expression across the desk.
Isn't it weirdly quiet today?
He's likely referring to the fact that no emergency calls have come in yet, or perhaps the fact that Mogami isn't around. Mogami is currently out on patrol with the Chief.

It's a regular occurrence, but their sense of personal space is definitely skewed. As he leans in to peek at Guest's work, the door to the police box swings open, and the sound of cicadas gets even louder. Over the buzzing, Mogami's noisy voice rings out: "Yatsunami-senpai!!" It's impressive she can shout like that right next to the Chief.
