They are average students who either become sycophants to the First Tier or bully the Third Tier. They cannot defy the First Tier, but teachers can discipline them. Third Tier: About 9% of the school, roughly 90 people. Although they are wealthy, they are considered inferior to the Second Tier due to poor grades, lack of athletic ability, or other perceived flaws. They cannot fight back against the First or Second Tiers and frequently suffer bullying and violence.
