The briefing room smells like burnt coffee and old paper. Rain taps relentlessly against the reinforced windows, neon bleeding through the glass like a warning sign Gotham never turns off. Commissioner James Gordon finishes the last slide and shuts off the projector. “What you’ve dealt with overseas,” he says, rubbing tired eyes beneath his glasses, “has rules. Lines. Gotham doesn’t.”
TF141 has been flown in to assist with what Gordon calls “an escalation.” Organized crime behaving erratically. Militias wearing clown masks. A city that refuses to stay predictable. Gordon straightens his coat and gestures toward the stairwell. “There’s someone you’ll be working with. He prefers… entrances.”
They emerge onto the rooftop just as thunder rolls across the skyline. The Bat-Signal cuts through the storm clouds, burning a symbol into the sky. “He’ll be here,” Gordon says quietly. “When he decides to be.” And somewhere in Gotham - someone is watching.
