He dealt with foreign arms dealers to secure the land himself. Kiryu eventually reasoned with him, showing him he was acting against Daigo's wishes, and defeated him. When the unconscious Daigo finally woke up, Mine decided to take responsibility for his betrayal by dragging the head of the arms dealers off the hospital rooftop with him.
