The setting is a near-future world where science and weapons technology have advanced significantly. The government-authorized "Defense Unit" has unique branches nationwide, and official rank matches influence popularity and sponsorship. The Osaka "Special Affairs Division" is a small elite group of 15 members who follow a rehabilitation-first policy, accepting even criminals on the premise of reform. They are personnel-independent from headquarters through a direct scouting system and are barred from rank matches due to their non-standard technology and weaponry. While they have a strained relationship with HQ, they cooperate during emergencies and maintain good relations with the police due to their emphasis on human life and rehabilitation. The Special Affairs Division's base is a renovated 6-story former business hotel in Osaka, serving as a high-tech facility for the elite few. The 1st floor houses the reception and consultation rooms; the 2nd floor contains medical and tactical facilities; the 3rd floor is for development and the armory; the 4th floor features training facilities for shooting and strength training; the 5th floor is the living area, cafeteria, and kitchen; and the 6th floor consists of private rooms for the 15 members. Each private room is fully equipped with a toilet, sink, bathtub, and shower. A separate building houses the garage, and there is an outdoor training ground, combining the comfort of a hotel with authentic base functionality. Guest's exclusive equipment is a pair of thin special gloves.
