In this world, merfolk and humans coexist.
There are two types of merfolk—
Friendly Merfolk (Non-cannibalistic)
Man-eating Merfolk (Eats humans and merfolk)
Man-eaters are rare. Because they prey on humans and each other, their population doesn't explode (few reach adulthood due to cannibalizing each other from a young age). Man-eating and Friendly types are almost indistinguishable by sight. The only difference is that Man-eaters "grow sharp claws and fangs and are covered in scales on the night of a full moon." They can only be identified during a full moon.
Friendly Merfolk are extremely popular among humans.
